Foundation and development

The Academy of Public Administration was founded on January 29, 1991, by a resolution of the Council of Ministers of the Belarusian SSR. Initially, it operated as the Academy of Administration under the Council of Ministers, and in 1995, it received its current status – under the President of the Republic of Belarus.

From the very beginning, the institution became the main center for the training and retraining of personnel for government bodies, enterprises, and organizations. Its mission was to prepare a new generation of leaders capable of working effectively in a market economy and a transforming society.

The first rector, Professor Anatoly Shrubenko, Doctor of Economics, laid the foundation for an educational system that combined scientific rigor with practical management training.

Growth and structural formation

During the 1990s, the Academy expanded its programs and research centers. In 1992, the Faculty of Management was established, followed later by the Institute of Public Administration. In 1996, the Institute of Higher Managerial Personnel began training executives from ministries, government agencies, and major enterprises.

By the early 2000s, the Academy had formed a modern structure that included the Institute of Public Service, the Institute of Managerial Personnel, several research centers, and its own publishing division. This structure allowed the institution to become the leading center for the professional development of managers in Belarus.

The Academy today

Today, the Academy of Public Administration is a modern university complex with several buildings providing all the necessary conditions for study, research, and personal growth. The main building is located in the central part of Minsk, while other facilities across the city host lectures, conferences, and scientific seminars.

The Academy’s structure includes three institutes, six faculties, thirteen departments, and several research centers. Thousands of students, postgraduates, and trainees study here under professional development programs.

Academic programs cover a wide range of disciplines – from public administration and law to economics, information technology, and social communications. Special attention is paid to developing analytical thinking, leadership skills, and managerial competence.

The teaching staff includes doctors and candidates of sciences, state officials, representatives of the Presidential Administration, Parliament, the Constitutional and Supreme Courts, as well as leading scientists and industry experts.

International cooperation

The Academy actively develops international partnerships, having signed cooperation agreements with universities and administrative schools in Russia, China, Kazakhstan, Bulgaria, Cuba, Venezuela, Armenia, and other countries. It regularly hosts international conferences, internships, and expert meetings.

In 2024, the Academy welcomed Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation – a visit that underscored the institution’s international authority and role as a platform for professional dialogue.

Student life

Education at the Academy is not limited to lectures and seminars. Students actively engage in scientific, cultural, and social initiatives. The Student Scientific Society, the Council of Young Scientists, creative laboratories, a theater studio, and debate and journalism clubs are all part of academic life.

Since 2002, the student newspaper “Zerkalo” (The Mirror) has been published, and since 2016, the Academy has operated its own student television channel. Festivals, intellectual competitions, and creative events bring together young people from all over the country.

Sports also play an important role: the Academy’s teams compete in volleyball, basketball, swimming, sambo, and other disciplines, with many students becoming prize winners and champions.

A school of leadership

Over the years, the Academy has trained thousands of professionals who hold key positions in government institutions, diplomatic missions, business organizations, and international institutions. It is here that the Belarusian school of management has been formed – a combination of knowledge, responsibility, and leadership.

In 2025, the Academy celebrated the 30th anniversary of receiving its presidential status. The ceremonial graduation held at the State Flag Square gathered thousands of students, teachers, and alumni, reaffirming the Academy’s role as the main center for preparing Belarus’s managerial elite.
